Desert tortoises and bighorn sheep have the "right-of-way."
They are not to be disturbed even if they are on the trail and block your way.

Segment 16

In 1998, the City of Henderson in partnership with Basic Management Inc, and the National Park Service received a TEA-21 grant in the amount of $395,000 for the construction of segments 15, 16 and 17.  Segments 15, 16,17 (and 18,19, 20 and 21) are funded. A cooperative agreement is being prepared between all parties so that these six segments can be built all at once. We expect to go to bid summer 2001 with completion in the Fall of 2001.

=====================

BASELINE INFORMATION

SEGMENT NUMBER: 16

Proposed: _____

Existing: ___X___

APPROXIMATE LENGTH:   .3 miles

SEGMENT ENDPOINTS:

START:   Lake Mead NRA entrance station

FINISH:   Basic Management Inc. Pipeline right-of-ways just east of entrance station

SEGMENT NARRATIVE:

The trail makes an at grade crossing at NPS entrance station and extends a mile south along a power easement for the entrance station until it intersects with the BMI pipeline road.

EXISTING AUTHORIZED USE (S):

*This is an undeveloped trail segment.

_X_  hiking

_X__  mountain bicycling

_X__ road bicycling

__X_ horseback riding

__X__other (walking, jogging, rollerblading)

EXISTING TRAIL CONDITIONS:

This is a newly developed 25 foot trail corridor with paved and gravel components.

TRAIL WIDTH: 10 Feet

TRAIL TREAD/SURFACE.  Asphalt/Gravel

OTHER FEATURES:   Will need safety and security measures to manage motorized access.

LAND OWNERSHIP AND OTHERS WITH EASEMENTS OR OTHER LEGAL ACCESS:

A small portion of the proposed route is included within the right-of-way for Lake Mead Drive. The remainder is on lands withdrawn by the Bureau of Reclamation for water and power purposes and managed by the National Park Service.

LEAD TRAIL PLANNING, DEVELOPMENT AND MANAGEMENT ENTITY:

National Park Service with the Bureau of Reclamation.

PROPOSED OR PENDING LAND USE CHANGES/OR OTHER OPPORTUNITIES OR OBSTACLES:

The soils in this area are gypsiferous supporting a unique plant community featuring giant sunray, sand- paper plant, and palmer's phacelia. Soil type will need to be considered in trail design and construction. The trail may cover underground power line requiring possible maintenance. Paved trail may be difficult to maintain given this situation.

TRAIL DEVELOPMENT OVERVIEW

SUMMARY- In 1998 the City of Henderson in partnership with Basic Management Inc. and the National Park Service received a TEA 21 grant for the construction of segments 15, 16, and 17. No planning has been completed for this corridor. Environmental compliance has been completed to run power to the entrance station. The trail could possibly use the disturbed power corridor.

An additional alternative is being considered. An underpass is proposed immediately east of the Lake Mead NRA boundary. When it is complete, this will allow the trail to access the existing BMI waterline and avoid an at grade crossing at the entrance station. This would eliminate the need for segments 15 and 16.
